The Changi Naval Base (CNB)is the
Republic of Singapore Navy's (RSN) newest and largest base
situated on 86 ha of reclaimed land east of Changi. Replacing
the naval base at Pulau Brani in order to provide for the
navy's expanding needs, CNB has twice the land area, five
times the berthing space and deeper waters capable of berthing
aircraft carriers. It will also be the site of the Changi Naval
Training Base, housing the RSNs Training Command and Maritime
Warfare, Naval Technology and Marine Engineering
institutes.
Designed and developed by the Defence Science and Technology
Agency, construction was officially launched on 10 January 1998
and will spread over two phases. The first phase, which ended
in 2000, involved the construction of the main operational and
maintenance facilities, including wharfage space of 6.2 km. The
second phase, ending in 2003, will see the development of a
training base, and sports and recreational facilities.
Mechanisation and automation technology will be used
extensively for operational efficiency and to reduce manpower
needs. This includes an automated storage and retrieval
warehouses, a high-tech office automation system, water and
energy saving systems where sea and rainwater will be
used.
An Addendum to the 1990 Memorandum of Understanding was signed
in Nov 1998 to provide United States (US) forces access to
facilities at the base.
